The NC Public Benefits Collective works to improve the lives of North Carolinians by increasing access to public benefits that support health, economic opportunity, and workforce participation. The Collective strengthens the exchange of information between community-based organizations, advocates, and public partners to identify barriers, share solutions, and align strategies for systems change and policy advocacy. The Collective centers organizations rooted in the communities most affected by public benefits policy and advances a shared narrative that reframes public benefits as essential investments in community wellbeing. Through this coordinated effort, North Carolina can become a national leader in advancing equitable, accessible public benefits systems that are accountable to community.

About the Role
The Communications Lead drives narrative, engagement, and visibility for two interconnected bodies of work: Care Share Health Alliance (CSHA), a statewide nonprofit advancing health equity in North Carolina, and the NC Public Benefits Collective, a statewide cross-sector initiative, facilitated by CSHA, working to improve access to Medicaid, SNAP, and other public benefits in a moment of significant federal policy threat.

This is a role for a communicator who believes that how we tell the story shapes who gets to participate in it. The Lead will center equity and narrative change in every channel, building feedback loops that bring partner and community voice into the work, and translating complex policy and program developments into clear, mobilizing communication.

Key Responsibilities

Narrative & Equity-Centered Communities (35%)

  • Lead development of an equity-grounded narrative strategy across CSHA and the Collective, with a focus on counter-narrative and reframing dominant stories about public benefits and the communities who use them.
  • Support, translate and disseminate policy shifts (Medicaid, SNAP, public charge, etc.) into accessible, actionable content for partners, members, and the public.
  • Serve as primary writer and editor across both bodies of work, including drafting for the Executive Director and the Collective’s Collaboration Committee.

Member & Partner Engagement (25%)

  • Manage Collective and CSHA listservs, email campaigns, and partner communications, including segmentation, scheduling, analytics, and list hygiene.
  • Build and steward feedback loops that surface partner and community input back into the Collective’s Circles, Collaboration Committee, and CSHA leadership, closing the loop on how input shapes decisions.
  • Support member onboarding communications and recurring touchpoints (welcome sequences, monthly updates, event follow-ups).

Digital Presence & Brand (25%)

  • Manage social media strategy and execution across CSHA and Collective channels.
  • Maintain and update both websites, including content refreshes, accessibility, and basic technical upkeep (coordinating with vendors as needed).
  • Steward brand consistency across CSHA’s identity and the Collective’s emerging visual language.
  • Design or oversee design of decks, one-pagers, reports, and partner-facing materials.

Strategy & Measurement (15%)

  • Develop and execute an integrated communications plan aligned to CSHA’s 2026–2028 strategic priorities and the Collective’s phased 12-month roadmap.
  • Track engagement and reach across channels; use data to refine strategy.
  • Coordinate with external partners and vendors (designers, web, PR).

Required Qualifications

  • 4+ years of communications experience, with at least some in nonprofit, advocacy, public health, or social impact settings.
  • Demonstrated commitment to racial equity and health equity, including understanding of structural racism and its impact on historically marginalized communities in NC.
  • Experience with narrative change, framing, or counter-narrative work.
  • Skilled in email/listserv platforms (e.g., Mailchimp, Constant Contact), social media management, and website CMS tools (WordPress or similar).
  • Strong writing and editing across skills from technical policy briefs to plain-language partner emails.
  • Project management: juggling multiple workstreams across an organization and its’ initiatives on overlapping deadlines.
  • Excellent interpersonal skills and the ability to engage staff, funders, board members, partners, and community members.

Preferred Qualifications

  • Bi/multilingual (Spanish strongly preferred).
  • Direct experience working with racially, ethnically, culturally, and socioeconomically diverse communities in NC.
  • Familiarity with NC’s health, public benefits, or social services landscape.
  • Experience designing and operationalizing feedback or participatory communication structures.
  • Graphic design, photography, or video production skills.

Compensation

CSHA invests in our team because we know the work depends on it. We offer a benefits package designed to support staff wellbeing and long-term commitment to health equity work, including 27 days of paid time off each year, an additional two weeks of organizational closure at the end of the calendar year, and 9 paid holidays. Staff receive medical, dental and vision insurance, an optional FSA, a 401(k) plan with a 50% employer match on the first 6% of employee contributions, and an annual professional development stipend. Starting salary for the Communications Lead is $70,000 to $80,000 depending on experience and skill sets.

That means building a culture of shared decision-making, centering the voices and lived expertise of the communities most impacted by inequities and being honest about both what’s going well and where we’re falling short.

CSHA operates as a remote workplace with staff based across North Carolina. Team members gather in person approximately four times a year, and this role will also involve regular engagement with partners, coalition members, and policymakers around the state. Some travel and flexibility for occasional time-sensitive meetings will be expected.

This is a full-time (40 hours per week) leadership role responsible for advancing the strategy, coordination, and impact of the NC Public Benefits Collective. The Director will lead a statewide network of partners and stakeholders to align efforts, strengthen systems, and improve equitable access to public benefits. The role works in close partnership with the Collaboration Committee (steering committee), Topic Circles (coordinated groups of organizations and individuals working on improving specific public benefits i.e. healthcare, food and nutrition, etc.) facilitation leads, the Community Strategy Team, and Care Share’s core administrative and technical support function.

Responsibilities
Responsibilities are organized around the Collective’s four core approaches, convening and alignment, building shared knowledge, centering community accountability, and advancing a united narrative, along with the operational coordination that holds them together.

Collective Leadership & Strategy (30%)
Convenes and aligns the Collective’s partners, networks, and advocates around a shared agenda. Cultivates the process to create a strategic vision and stewards the relationships and structures that make the Collective functional and innovative.

  • Designs and leads inclusive, well-structured meetings and convenings that foster participation, clarity, and shared ownership
  • Guides diverse stakeholders through complex discussions, helping groups move from dialogue to alignment and coordinated action for the ongoing development of the Collective
  • Supports the ongoing function of a statewide collaborative by maintaining engagement, accountability, and forward momentum across partners
  • Navigates evolving priorities and policy landscapes with flexibility, adjusting approaches based on partner needs and emerging opportunities
  • Develop and maintain strong relationships with community-based organizations, state agencies, advocates, and funders

Systems Change & Shared Knowledge (25%)
Builds the information infrastructure that strengthens the field. Centralizes accurate, timely knowledge about programs, policy changes, and access barriers and supports partners to act on it together.

  • Helps partners understand how issues connect across systems and supports alignment around shared priorities and solutions
  • Translates policy, community insights, and partner input into clear, accessible messaging that supports collective understanding and action
  • Develop and maintain shared knowledge processes across the Collective including a shared assessment of the state of public benefits in North Carolina, potential policy opportunities, and ecosystem scans so that accurate, timely information flows to the organizations that need it most
  • Develops and manages structures (e.g., Topic Circles, feedback loops, workflows) that support effective collaboration

Community Accountability & Community Strategy Team Support (20%)
Partners closely with the Community Strategy Team to build and sustain the infrastructure that keeps the Collective accountable to the communities most affected by public benefits policy.

  • Builds and sustains strong, trust-based relationships across community partners, advocates, and public agencies
  • Partners with the Community Strategy Team and rooted community organizations to keep the Collective’s work answerable to the communities it serves
  • Develop and integrate 360-feedback loops between Community Strategy Team, Collaboration Committee, Circles and the community at-large
  • Strengthen engagement with communities most impacted by barriers to access, particularly Black, brown, low-income, immigrant, people with disabilities, and rural North Carolinians

Operations & Coordination (15%)
Holds the day-to-day operational backbone that integrates work across the Collective’s structures.

  • Oversee day-to-day coordination of Collective activities, including integration across the Collaboration Committee, Topic Circles, and core administrative and technical support
  • Develop and maintain shared tools (work plans, tracking systems, communication platforms)
  • Ensure effective communication and information-sharing across partners
  • Support alignment between strategy, activities, and measurable outcomes

Data, Learning & Communications (10%)
Supports shared learning, accessible communications, and the Collective’s evolving narrative about public benefits.

  • Support shared learning across partners
  • Elevate community-informed insights and storytelling
  • Develop clear, accessible communications that contribute to a shared narrative reframing public benefits as essential investments in community wellbeing
  • Promote continuous learning and improvement

Background & Experience

Minimum Qualifications

  • Minimum of 8 years of relevant experience
  • Demonstrated experience facilitating cross-sector partnerships
  • Systems thinking approach that connects core infrastructure partners and processes
  • Experience advancing equity-centered initiatives
  • Strong communication skills

Preferred Qualifications

  • Experience in North Carolina policy or human services landscape
  • Strong understanding or lived experience with the public benefits systems
  • Background in systems change or policy advocacy
  • Experience facilitating multi-stakeholder groups
  • Familiarity with data-sharing and synthesizing complex issues
  • Experience operationalizing community accountability infrastructure

The Communications Specialist will develop and implement communication strategies across a variety of channels including print, digital, and social media. They will create and review content for external communications such as press releases, newsletters, and social media campaigns.

Job Duties

  • Create flyers, signage, and all other promotional materials for Care Share events
  • Create social media graphics and verbiage for posts
  • Maintain Care Share social media accounts
  • Create and send out quarterly newsletter
  • Write and publish press releases, blog posts, and website news updates as needed
  • Create, print and disburse of Care Share promotional materials such as brochures, business cards, etc.
  • Design annual report
  • Related responsibilities as required

Required Skills

  • BA/BS in communications, marketing, public relations or a related field, or equivalent combination of education and lived experience
  • Minimum 2 years of experience in communications or marketing

The Medicaid Expansion BIPOC Community Engagement Coordinator will work closely with Care Share Health Alliance, the NCCommunity Health Center Association, the NC Navigator Consortium and the NC Justice Center to craft Medicaid Expansion implementation efforts towards communities of color through relationship building and outreach for monthly events they will plan.

This is a part-time, contracted position which will require travel and some evenings and weekends. This position is grant funded for one year.

Job Duties

  • Ensure we are all working together and leveraging our resources in a coordinated and collaborative way to maximize enrollment and education efforts for communities of color
  • Create plans to engage people that may be harder to reach, develop an effective feedback loop tracking best practices, lessons learned, concerns and opportunities for improvement and adjustment
  • Develop/maintain relationships with key partner organizations that serve historically marginalized populations, especially communities of color
  • Organize and lead community outreach and enrollment events each month with the key community partner organizations to reach historically marginalized populations
  • Serve as an advocate for historically marginalized populations, especially communities of color

Additional Responsibilities:

  • Performs other tasks and duties as assigned
